Note: Garlic storage is a delicate balance between too much moisture and not enough. We prefer erring on the side of too much - which results in some sprouting, too little causes drying out - which leaves the cloves useless.
So typically toward the end of the year the bulbs could be starting to sprout. While this will change some of the properties of the garlic, the cloves are still very edible and good for the body. Think of it a little like other sprouted seeds we love to eat. The properties change slightly and may even be improved in the sprouting process.
